      <title>Reviving the social, cultural and spiritual relationship with Eel River</title>

      <description>It will take years to undo the cultural and ecological impact of a dam that was installed in 1963 on Eel River, just above the Eel River Bar First Nation in northeastern New Brunswick. The dam was installed to provide water for industry in the nearby area of Dalhousie, but it resulted in marked changes to the character of the river and its associated ecological community. It limited the passage of fish upstream and caused deterioration of natural resources within the Eel River watershed. 

	&amp;nbsp;

	&amp;ldquo;In the First Nation community, the dam had a human impact, changing a way of life that was rooted in the Eel River&amp;mdash;its resources and its surroundings. Removal of the dam in 2010 has spurred hope that the river can once again become a positive, steadying influence on the area,&amp;rdquo; says Wenona LaBillois, Fishery Coordinator Assistant with Eel River Bar First Nation.

	&amp;nbsp;

	A Steering Committee of stakeholders oversaw the work of decommissioning the dam. Then with an eye to the future, an Aquatic Sub&#45;Committee (ASC) was set up to seek support and funding for a recovery project that would include improving clam population and habitat upstream and downstream of the former Eel River dam. Members of the Eel River Bar First Nations were hired, and a recovery team was developed. The Atlantic Salmon Conservation Foundation provided $10,000 for the recovery project.

	&amp;nbsp;

	The recovery team gained valuable field skills, thanks to the support of other stakeholders. &amp;ldquo;Our team went through training from the University of New Brunswick for electrofishing, then we went out with the Department of Natural Resources to survey some sites with them until the team was comfortable on its own,&amp;rdquo; says LaBillois. &amp;ldquo;The Charlo Fish Hachery provided training on how to operate a counting fence and recognize salmon redds. Watershed Technologies also helped with training and expert advice.&amp;rdquo;

	&amp;nbsp;

	After training, the recovery team was able to complete a number of tasks, including: a data baseline on soft shell clams; an obstruction survey; a habitat survey; and a redd count survey. A counting fence also was successfully installed last year, and 80 salmon were counted between September and November. 

	&amp;nbsp;

	&amp;ldquo;Our goal is to survey all of the tributaries within Eel River,&amp;rdquo; says LaBillois. &amp;ldquo;The entire watershed is 300,000 square metres of which 236,714 had been surveyed by the end of 2011. We hope to complete this in 2012.&amp;rdquo;

	&amp;nbsp;

	When it came to the human side of the recovery project, LaBillois says the sub&#45;committee reserved $2,000 of the ASCF grant to hold a large workshop in March, 2012. The event would provide information to the community and stakeholders about the recovery projects and ultimately lead to the development of a community&#45;based conservation committee.

	&amp;nbsp;

	&amp;ldquo;For the First Nation community, a lot of the teachings and way of life were linked to the river,&amp;rdquo; says LaBillois. &amp;ldquo;It wasn&amp;rsquo;t just a resource; it was a connection. The hope is that the workshop will revive that awareness of traditional values and respect for the river and its resources&amp;mdash;the social, cultural and spiritual relationship we once had with the watershed.&amp;rdquo;

	The river&amp;rsquo;s restoration is expected to take at least a decade.

	&amp;laquo; Dans la collectivit&amp;eacute; de la Premi&amp;egrave;re nation, le barrage a eu un impact humain, en changeant un mode de vie qui &amp;eacute;tait bien ancr&amp;eacute; dans la rivi&amp;egrave;re Eel &#45; ses ressources et son environnement. L&#39;enl&amp;egrave;vement du barrage en 2010 a donn&amp;eacute; l&#39;espoir que la rivi&amp;egrave;re peut devenir de nouveau une influence stabilisante et positive dans la r&amp;eacute;gion, de souligner Wenona LaBillois, coordonnateur adjoint des p&amp;ecirc;ches pour la Premi&amp;egrave;re nation de Eel River Bar.

	Un comit&amp;eacute; directeur compos&amp;eacute; d&#39;intervenants a surveill&amp;eacute; les travaux de mise hors service du barrage. Ensuite, on s&#39;est tourn&amp;eacute; vers l&#39;avenir, et on a cr&amp;eacute;&amp;eacute; un sous&#45;comit&amp;eacute; aquatique charg&amp;eacute; de solliciter un soutien et un appui financier pour un projet de r&amp;eacute;tablissement qui comprendrait l&#39;am&amp;eacute;lioration de la population de myes et de son habitat en amont et en aval de l&#39;ancien barrage de la rivi&amp;egrave;re Eel. On a embauch&amp;eacute; des membres de la Premi&amp;egrave;re nation de Eel River Bar, et on a cr&amp;eacute;&amp;eacute; une &amp;eacute;quipe de r&amp;eacute;tablissement. La Fondation pour la conservation du saumon atlantique a fourni 10 000&amp;nbsp;$ pour le projet de r&amp;eacute;tablissement.&amp;nbsp;&amp;nbsp;

	Apr&amp;egrave;s avoir suivi la formation, l&#39;&amp;eacute;quipe de r&amp;eacute;tablissement a &amp;eacute;t&amp;eacute; en mesure d&#39;ex&amp;eacute;cuter plusieurs t&amp;acirc;ches&amp;nbsp;: une base de donn&amp;eacute;es sur les myes; un relev&amp;eacute; des obstacles; et un relev&amp;eacute; des nids de salmonid&amp;eacute;s. Une barri&amp;egrave;re de d&amp;eacute;nombrement a aussi &amp;eacute;t&amp;eacute; install&amp;eacute;e avec succ&amp;egrave;s l&#39;an dernier, et on a compt&amp;eacute; 80 saumons entre septembre et novembre.

	&amp;laquo; Nous visons &amp;agrave; faire un relev&amp;eacute; de tous les tributaires dans la rivi&amp;egrave;re Eel, a fait remarquer M. LaBillois. 	Pour ce qui est de l&#39;aspect humain du projet de r&amp;eacute;tablissement, M. LaBillois dit que le sous&#45;comit&amp;eacute; a r&amp;eacute;serv&amp;eacute; une somme de 2&amp;nbsp;000$ de la subvention de la FCSA afin d&#39;organiser un atelier en mars&amp;nbsp;2012. L&#39;activit&amp;eacute; fournirait de l&#39;information &amp;agrave; la communaut&amp;eacute; et aux intervenants au sujet des projets de r&amp;eacute;tablissement, ce qui m&amp;egrave;nerait ultimement &amp;agrave; la mise sur pied d&#39;un comit&amp;eacute; communautaire de conservation.

	&amp;laquo; Pour la collectivit&amp;eacute; de la Premi&amp;egrave;re nation, de nombreux enseignements et modes de vie &amp;eacute;taient li&amp;eacute;s &amp;agrave; la rivi&amp;egrave;re, explique M. 	Our experience tells us that salmon conservation activity is accompanied by specific jargon.&amp;nbsp; We see various words and phrases every year in the many proposals for funding we receive. We have been so impressed that we decided to get creative ourselves, perhaps to capture the terms and standardize an emerging dialogue so we can better understand it. You be the judge.

	Our new Blog: We are proud of our success in building the Atlantic Salmon Conservation Foundation into a helpful force in the conservation of wild Atlantic salmon. It&amp;rsquo;s timely that we open our new blog is keep the world regularly updated on new developments, and to share our successes and those of our funding recipients. We hope you like it and we invite you to let us know what you think.

	Who we are: The Foundation is a non&#45;profit organization dedicated to helping support salmon conservation efforts of community groups in Atlantic Canada and Quebec. Our approach to our work is very open, transparent and inclusive of those interested in wild salmon conservation.

	How we work: We work hard to keep our overhead costs low. As a result, we are able to dedicate nearly ninety percent of the annual income from our trust fund to our conservation program.

	Currently, we grant funds once each year, in March. We accept proposals for funding between 1 April and 15 December. All proposals received by that date are screened for completeness then referred to an expert volunteer advisory committee for review and scoring. The top proposals are recommended for approval by our Board of Directors.

	We draft project&#45;specific funding agreements with each funding recipient group. We mutually agree upon specific outcomes for each project with clear goals and measurable performance indicators. Our objective is not only to facilitate the success of our funded projects, but also to be able to communicate the success and findings of those projects for the benefit of others interested in salmon conservation.

	How to apply: Our proposal form and detailed explanatory information is always available on our website.

	We fund a wide variety of salmon conservation initiatives, but we do place emphasis on proposals that respond to the salmon conservation priorities identified for each province. These priorities are list in the proposal form explanatory materials. If you have any question, just let us know. We&amp;rsquo;ll be happy to help you.&amp;nbsp;
